I installed and configured properly all the necessary files. Everything works at the exception of netboard.cgi which gives me the setup.cfg not found error.
I am assuming this is an easy fix but after confirming proper directory and file location, I am out of ideas.

I take it that you installed SiteNet BBS on a windows based host?
Extract netboard.cgi from the .zip archive again and edit it as instructed in the windows installation instructions. Upload it and replace the old netboard.cgi
