In catalogue DMOZ there are links in Russian (to me they are necessary only), but there all in coding KOI8-R, and at me all in Windows-1251. Somehow it is possible to alter it or tell where and what to change or add, that it took links already in the necessary coding, i.e. Windows-1251.

I think the browser needs to decode the text into russion and will only apply to the browser.
