Two things guys:
1. I can not run http://www.mydomain.com/cgi-bin/admin/setup.cgi however I can run http://IP address/home/account name/cgi-bin/admin/setup.cgi.
2. When I try to put in the 'URL's' for the next step (3, I believe) and move on to the verification page, I can not use http://www.mydomain.com/cgi-bin but I can use http://IP address/home/account name/cgi-bin/ . . .
The weird thing is that I can use http://www.mydomain.com/html_docs without error. It's just the CGI-BIN directory that is giving me an issue.
All file permissions are what they should be.
Any ideas?

1) It sounds a lot like a hosting issue. I think it would be best to contact your host and ask them to configure their web server so that you can access the cgi-bin directory like this:
http://www.mydomain.com/cgi-bin/
2) Likely the same problem as 1 - Contact your host and ask them to fix it.

I have contacted my host and the problem has been resolved, thanks for your help.
