Hey pumba,
No one can claim to know the answer to that, and I personally think google has put that url submit page only for webmasters to vent off steam and think they are ok
you have 2 ways to get there and I suggest you take both routes:
1) have yourself listed in Dmoz.org (good luck with that as they have been having problems recentley and getting through in url submit is like throwing dice) but make sure you are listed under the most accurate category or else your dim chances of being accepted become nill.
2) have as many good sites (high page rankingn PR - see google bar for more on that) link to you as you can)
Good Luck and don't forget to memorize this page and all pages linked on it:

One more, this is a trick that I discovered and about to copyright
To see ONE hit from the mighty bot, link to google on your page and click that link once every day, or insert a google search bar in your page and use it, shortly after that you will see in your logs that you have been visited by the holy bot, you can remove it later if you don't like it but its worth a try.

If you have a few good PR sites linking to your site, you'll get googles attention. I've seen sites indexed in under 30 days, upto 3 months. If you don't see anything happen in 3 months then there is a problem. IMO

Thanks guys. I will be following your advice!
Lately it seems like Google is probably the most important place to get listed.

Make sure to list your site to other related categories in search directories like goguides.org and joeant.com
